The Lambly Creek Source Assessment Report has been prepared in response to a requirement in the water system Operating Permit issued by the Interior Health Authority to the Lakeview Irrigation District. Lambly Creek is the source of water supply for Lakeview Irrigation District (LID). LID has operated as an improvement district since 1951 and services a population of approximately 11,000 residents.

The service area within the District boundaries covers approximately 930 hectares of which 226 hectares are irrigated orchard. There were an estimated 3,300 service connections providing potable water. The intent of a source assessment is to identify and evaluate the hazards to drinking water quality and quantity, characterize the risks and propose risk management strategies. Water source assessments as referenced in Part 3, section 18 of the Drinking Water Protection Act is the first step in Health Canadas multi-barrier approach to safe drinking water. The Ministry of Health and the Ministry of Water, Land and Air Protection, provide guidance in the draft Comprehensive Drinking Water Source to Tap Assessment Guideline released in March 2005.
