The Fraser River Action Plan, DFO, is developing plans for environmentally sustainable salmon production. Planning is based on fifteen sub-basins called Habitat Management Areas - of the Fraser River watershed. This report focuses on the Seton/Bridge HMA which includes streams draining to the Fraser River near lillooet that lie within the watersheds of the Seton or Bridge Rivers. Both major rivers are developed for hydroelectric power by B.C. Hydro though many tributaries have natural flows.

An understanding of the hydrologic regime of the salmon streams is one important aspect of habitat management planning and our report describes both the regime in the salmon streams and the effect of human development on that regime. Within the Seton/Bridge HMA, regulation, diversion and release of flows by hydroelectric facilities, agricultural, municipal and industrial extractions from surface water and forest harvesting impacts on floods and low flows are the main hydrologic issues. The main objective of the report is to express the habitat sensitivity of the salmon streams through various indices that are calculated from the hydrologic, water use and land use data collected for the streams.
