Abstract: Barriers to fish passage at stream crossings are believed to be one of the major causes of loss of fish habitat in B.C. This is because fish barriers, created by road crossings, can block access to several kilometers of streams featuring good fish habitat. The BC Forest Investment Account (FIA) offers funding to various forestry practitioners, researchers, government agencies and others specifically for the purpose of facilitating sustainable forestry practices in BC. The Land Base Investment Program (LBIP) is one of five programs under FIA and states 'restoring terrestrial, aquatic and riparian environments' as one of its main goals. Funding trough this program is allocated to the province`s licensees and is based on Allowable Annual Cut (AAC). Recipients can use the funding for various FIA approved projects. In this case, BC Timber Sales (BCTS) will be using their apportionment of the LBIP funding to restore fish passage, through the upgrade or deactivation of road crossings, within their operating areas of TFL 52. The main objective of this type of program is to re]establish fish passage in as much of the selected areas as possible; however, not all crossings are eligible to be upgraded with FIA funding. The FIA Activity Standards Document (Version 3 . 2008/2009), Fish Passage Activity (design, construction and postconstruction inspections), outlines roads to which funding can be applied (qualifying roads). They are: Forest Service Roads (FSRs), Permit roads (pre]1995), and non]status roads. Once the selection of eligible crossings within a selected area has been made, the data collection (field assessment) phase and analysis phase are completed and based on two MoE documents titled gField Assessment for Fish Passage Determination of Closed Bottomed Structuresh (May, 2008) and gFis Passage Protocol for Culverted Sitesh (March, 2008). The results of the data collection and analysis phases are used to determine the most appropriate way of allocating funding between the crossings. Ecofor Consulting Ltd. (Ecofor) was retained by BC Timber Sales (BCTS) to conduct the planning phase of this fish passage restoration program. The primary objective of this phase is to facilitate the data collection phase by determining which crossings are eligible for FIA funding and should undergo field assessments. This determination is made by combining known information on road status and ownership, stream classification and confirmed fish absence.
