Criteria and indicators (C&I?s) of sustainable forest management can be used to provide a strategic and systematic means of evaluating forest management and policy options, as well as foster the development of adaptive management programs. The use of criteria and indicators differs from current management approaches in that it sets explicit performance criteria as management objectives and identifies indicators to determine whether objectives are being met. Indicators are intended to facilitate effectiveness monitoring in a results-based approach, as opposed to compliance monitoring in a rule-based approach. As a starting point, Tembec used the C&I?s developed by the Arrow Innovative Forest Practices Agreement. The C&I?s were based on those developed by the Canadian Council of Forest Ministers (CCFM) system of C&I?s of sustainable forest management and modified in an objective review process. The review involved regional forest managers and practitioners to provide local context to the indicators.
