The Canadian Standards Association (CSA) Sustainable Forest Management (SFM) Z809-03 standard has been under review for more than two years, and the revised standard (Z809-08) was expected to have been released in the early part of 2008. However, unanticipated delays in the approval and issuance of the new standard have resulted in a situation where, as of December 2008, the new standard is still not approved - but is expected by March 31, 2009.
As a result of the situation described above, participating licencees proposed to members of the Okanagan Public Advisory Group that rather than a full re-write of the 2008 SFM Plan for 2009, the 2008 Plan should be extended to cover the calendar year 2009, subject to amendments agreed to by the PAG in 2008. This proposed alternative to a full re-write of the 2008 Plan for 2009 was approved by the PAG at the meeting of November 27, 2008.
Accordingly, this document has been prepared to facilitate the efficient and cost effective transition from the standards contained in the Z809-03 document, and the pending requirements of the yet-to-be-approved CSA SFM Z809-08 standard.
This document accomplishes three things, specifically:
1.
Formally extends the 2008 Plan, in its entirety, to cover the calendar year 2009 - subject to the amendments contained in the tables and text comprising this document.
2.
Consolidates and describes those amendments to the 2008 plan which were agreed to, and documented in the minutes of Okanagan Public Advisory Group meetings held in Kelowna on the following dates:

3.
Provides SFM Licencees with operational guidance related to their activities in 2009 and the reporting requirements of the 2009 Monitoring Report.
Over the course of 2009, the PAG and licencees will be guided by this extension to the 2008 SFM Plan while at the same time working on re-writing the SFM Plan to meet the new requirements of the Z809-08 standard in preparation for producing a Z809-08 compliant SFM plan in 2010.
The tables which follow, and the revised and attached Terms of Reference for the Okanagan Public Advisory Group, complete this document.
