In keeping with an Environment and Land Use Committee directive to prepare general land use and resource management guidelines for the Howe Sound area, this overview level analysis of land, water and resource uses of the region was undertaken. This focuses on the operational definition of problems and conflicts that give rise to the need for management, and on the identification of the type of management and planning required for Howe Sound rather than on the actual preparation of detailed policies and plans that would normally follow from such an overview. The objectives of the Howe Sound Study were (1) to compile an information base on environmental characteristics, significant resources, land and water use and general resource management objectives and actions; (2) to identify the types, levels and areas of problems, agency concerns and conflicts; to provide a clear definition of these; and to propose appropriate integrated action-oriented programs to be undertaken by agencies to resolve these; and (3) to
