Integrated Management and its predecessor, multiple use, have been the subject of conferences, newspaper columns, academic texts, casual discussions and heated debates for decades. Indeed this was the theme of the first conference I attended as a professional more than twenty-five years ago. The continuing discussion reflects both our present failure to integrate the management of forecasted ecosystems and our collective determination to struggle toward that objective.
