The Northern Spotted Owl (Strix occidentalis caurina Merriam) is Red-listed by the British Columbia Conservation Data Center and is listed on Schedule 1 of the federal Species at Risk Act (SARA). The British Columbia (B.C.) population represents the northern extent of the species range in North America. Monitoring efforts within the owl’s range in B.C. have reported a substantial decline in the resident Spotted Owl population between 1991 and 2002 (Blackburn et al. 2002). In 2004, the Ministry of Water, Land and Air Protection (MWLAP) conducted Spotted Owl callplayback surveys within suitable habitats within the known range of this species in B.C. Survey efforts were focused on large areas of contiguous owl habitat, both within parks and on the operable Crown land base, that were deemed to have a high likelihood of owl occupancy (based on an assessment of available suitable habitat, habitat connectivity and previous detection data). Survey of these remote (and in many cases previously unsurveyed) areas promised to increase
confidence in existing population estimates and to provide information, in advance of forest
development planning, to stakeholders. This survey sampling rationale was adopted, by both
industry and government, to provide increased certainty in the management of the B.C. Spotted
Owl population....
