The purpose of this Discussion Paper is to identify concerns and deficiencies with the existing legislative framework for environmental protection in British Columbia and to describe the framework, principles and general content of a comprehensive new B.C. Environmental Protection Act (BCEPA), at least incorporating the reform proposals of particulat concern to the Environmental Protection Division of the Ministry of Environment. Several alternative approaches are suggested.
