As Canada moves towards the 1990's, we find ourselves faced with an ever increasing number of challenges vis a vis our response to real and potential environmental emergencies. The transport of toxic chemicals, exploration for the transport of, oil and gas, the safety of nuclear energy, and even the threat of nuclear war are but a few of the emergencies for which civil planners must prepare in the coming years.
