Abstract
Phase 1 Watershed Assessment of current condition of study area Assessment of watersheds current condition to December 31, 2006 in accordance to the Watershed Assessment Standards (2001) . The key objectives of Phase 1 are: 1) Review existing watershed conditions information (i.e. IWAPs, etc). 2) Undertake professional watershed(s) assessments to determine the current condition and status 3) Report to include recommendation in specific watersheds as to forward looking management strategies to address the future impacts of mountain pine beetle on the study area ( Watershed or Landscape unit) 4) Review existing watershed conditions information (i.e. IWAPs, etc). 5) Undertake professional watersheds assessments to determine the current condition and status Phase 2 Watershed Assessment of the future condition of study area Profession Assessment of the Impact of Mountain Pine beetle on the Study Area (on the Watershed or Landscape Unit) . This professional assessment will be conducted in two sub-phases. The objectives of Phase 2 are: 6) Carry out modeling and analysis to determine the ?worst case? scenario impact on watershed hydrology of Lodgepole pine mortality due to MPB. 7) Conduct scenario modeling and analysis to compare ?worst case? scenario impact on watershed hydrology to those from harvesting and reforestation. 8) Conduct modeling and analysis to assess the probability of being able to maintain/achieve OS LRMP values and CSA SFM Plan commitments. 9) Conduct modeling and analysis utilizing Okanagan PEM to predict forest stands which exhibit advanced under story or non susceptible to MPB under story which when retained may assist in advancing hydrologic recovery. 10) Spatial files will identify short term retentions (0-15 years) and long term retention (16+years). 11) The retention planning spatial files completed by March 31st, 2007 will be of significant value and will be made available to the MOFR for allocations of NRFLs and for use in the Silviculture Type 2 strategies scheduled in fiscal 2007/2008 and funded through the FFT program. 12) Involve the water purveyors, BCTS and key stakeholders in this planning process where appropriate Phase 2a : Assessment of FRPA values to identify retention areas Assessment by Professional Forester of the 11 FRPA values and their application land use issues within the study area, recognizing , that each unit is geographically unique and that each unit will have to prioritize the values to be considered in the study area. Watershed Assessment of the cumulative Impacts of mountain pine beetle Assessment by a professional hydrologist focusing on the Watershed Assessment of the cumulative Impacts of mountain pine beetle on the forested landscape or forested watershed. Utilizing the planning by a professional forester in Phase 2, the hydrologist will forecast the future impact of silvicultural activities in the watershed with consideration of how the MPB will affect the associated watershed or Landscape Unit. Compare these impacts with those of carrying out harvesting and reforestation of MPB infested/susceptible stands. Assess impacts of Pl mortality and/or salvage harvesting/reforestation on the ability to maintain/achieve OS LRMP values and CSA SFM Plan commitments.
