Abstract
Fundamental to the development of effective research, monitoring and environmental management programs is an integrated policy, planning, assessment and management decision process. One example illustrating important relationships among all elements of such a system has been developed in previous research by the authors. The system also focuses attention to the role of information and effective information gathering in determining effective research and monitoring design as well as the use of this information for problem-solving.
