A tiered framework for establishing groundwater allocation limits has been developed for aquifers in B.C. The approach begins with a screening level assessment of all mapped aquifers in B.C., to identify aquifers that are of greater priority for setting limits (Tier 1). Tier 2 involves estimating the allocation limits of aquifers identified to be greater priority for limits, based on a simplistic snap-shot evaluation of the aquifer that relies on available data. Tier 3 may be needed if the impacts to the aquifers and streams are significant and imminent. Tier 4 comprises a calibrated numerical model supported by a field program. A Tier 3 or Tier 4 assessment may be needed to better characterize flow processes and transient response to groundwater pumping in situations where there are potentially significant operational consequences.
