The following report describes the steps completed for the Williston Watershed Impact Assessment Mapping Project. Two standardized Broad Ecosystem Mapping (BEM) coverages based on Vegetation Resource Inventory (VRI) linework (1:20,000 scale) were created to represent current conditions (2025) and pre-flood conditions (1968) for the Williston Reservoir Watershed Area within the Peace Region of British Columbia (BC). The primary project objective was to create two ecosystem coverages representing two points in time to assess impacts as a result of the creation of Williston Reservoir. This included creating current conditions (2025) and pre-flood (1968) standardized BEMVRI products for the project area, and subsequent quantification of ecosystem change.
The first involved creating two standardized Broad Ecosystem Mapping and Vegetation Resource Inventory (BEMVRI) products. A BEMVRI coverage for the entire Williston Watershed Area (the project area) under current conditions (2025) was created. Next, a pre-flood (1968) conditions BEMVRI layer was developed using existing ecosystem mapping based on imagery from 1968 for the reservoir and high-water mark (Timberline 2006), and a VRI back cast product produced by Madrone to approximate age in 1968.
The second component consisted of a comparative assessment between BEMVRI 2025 and BEMVRI 1968 to quantify ecosystem losses resulting from reservoir flooding.
This project aligns with the FWCP Peace Action Plan: "Develop approach to incorporate cumulative effects into actions- P1". These BEMVRI products and the comparative analysis will support FWCP with understanding the species and ecosystem impacts from the flooding of Williston reservoir, assisting the regional board with strategic planning.
