The Fish and Wildlife Compensation Program (FWCP) is conducting a multi-phase project to evaluate the footprint impacts of BC Hydro developments within the Columbia Basin by determining the extent of habitat, primary
productivity, and fish and wildlife community changes that result from dam construction.

Phase 1, collection and compilation of existing data, was completed in 2004. Pre-impoundment habitat mapping (Phase 2) has also been completed using air photos and base maps circa 1940 (Ketcheson et al. 2005). Phase 3 reports include an approach for deriving terrestrial primary productivity losses (MacKillop and Utzig 2005), an assessment of aquatic/ wetland primary productivity impacts (Moody et al. 2007) and analysis of terrestrial habitat losses (MacKillop 2008, in progress).
This document reports on the overall losses in terrestrial primary productivity resulting from dam
construction and associated flooding. This report has three main objectives:
- identifying the terrestrial ecosystem productivity impacts associated with inundation,
- identifying potential mitigation options, relating to terrestrial productivity losses, and
- identifying a monitoring framework to assess effectiveness of these options.
