Angler effort is a critical performance indicator for recreational fisheries management activities. Recent declines in angling license sales have raised a variety concerns involving the cause of decline and mechanism for reversal. We have linked proposed data collection activity directly to specific management decision by using an issue-driven approach to identify data collection needs. This approach facilitates identification and prioritization of essential data needs and avoids collection of superfluous data that may be interesting, but not essential in choosing among alternative management policy options.
