The Forest Investment Account (FIA) program requires that any land base activities planned for 2003/2004 be linked to a clear resource strategy that supports Land Base Investment Program (LBIP) funding. This document is such a resource strategy, focusing specifically on the water resource with the goal of conserving water quantity and quality within the range of natural variability. This strategy clearly identifies the issues surrounding the potential impacts of forestry activities on water quantity and quality and how these impacts can be controlled with appropriate watershed management practices. It is an important management objective within the Prince George Timber Supply Area (TSA) to minimize negative impacts on the water resource. The appropriate use of water related SFM indicators can be 'powerful' tools to help achieve this objective. In this strategy two such indicators, with their respective targets, are presented and discussed that support sustainable forest management in B.C., this being a primary strategic objective of FIA. This document essentially provides two separate strategies, one for conserving water quantity and the second for conserving water quality within ranges of natural variability. Both strategies focus on the use of effective Sustained Forest Management (SMF) indicators to identify if current practices have exceeded suggested threshold targets. The recommended indicator for water quantity is the Peak Flow Index (PFI) and for water quality it is the Stream Crossing Quality Index (SCQI). This strategy clearly identifies the management issues, discusses the use of the indicator and the targets and provides a mechanism to evaluate and monitor both the indicator and land-use practices that are relevant to these indicators. Included in this strategy is a comprehensive description of a proposed water quality monitoring program designed to evaluate and monitor the effectiveness of the SCQI as an SFM indicator of water quality across the Prince George TSA. An initial water quality monitoring program was established by CanFor in 2002 which documented the impacts of 18 stream crossings distributed in five different areas across CanFor's operating area within the TSA. Several additional licencees within the TSA have expressed an interest in participating in this water quality monitoring program, these include: Slocan, West Fraser, Apollo, The Pas and Lakeland. This strategy proposes to increase the monitoring effort to measure impacts of 33 crossings across eight areas within the TSA. This comprehensive program will cover all of the major biogeoclimatic subzones and the operating areas of all interested forest licencees.
