Abstract: Tembec Industries Inc. is currently pursuing Forest Stewardship Council certification for its operations within the province of British Columbia. Part of the certification standards addresses the identification and management of High Conservation Value Forests, forests that contain outstanding or critical biological, environmental or social values. This report addresses Forest Stewardship Council Components 1.1, 1.2, 1.3, 2.1 and 2.3 of the Regional Certification Standards for British Columbia. The report focuses primarily on a technical analysis regarding vertebrate species at risk (excluding fish) occurring in the East Kootenay in south-eastern British Columbia, so that forest licensees and resource managers may then evaluate the need for establishing High Conservation Value Forests for those species and their habitats. - Species at risk assessment report for the Rocky Mountain and Kootenay Lake forest districts High Conservation Value Forests (HCVF) are those forests that need to be managed appropriately in order to maintain or enhance a value of outstanding significance or critical importance. According to the ProForest Toolkit (Jennings et al., 2003) 'The key to the concept of HCVF?s is the identification of High Conservation Values (HCV?s): it is these values that are important and need to be protected.
