The report ?Fish Passage Culvert Inspections at Selected Crossings on Dale, Wilkinson, Idabel, Stirling, Dale and Campbell Creeks?, Columbia Environmental January 15, 2007, identified this location as an upstream barrier to rainbow trout migration with a Parker score of 42 (project 4673001). The Parker score was retro-fitted to the 2008 Fish Passage Protocol methodology and scored as a barrier with 21 points. The existing culvert (photo 4), which had been installed prior to 1995, was not embedded, was perched and was too narrow compared to the natural channel width. Consequently, the culvert capacity was too small and the road failed when water backed up behind the road. The culvert stayed in the road bed and continued to pass some of the creek flow but still restricted upstream fish passage.
