Abstract: We use deterministic stock-recruit relations to consider how to derive defensible, abundance-based biological reference points for exploited fish populations that lack time series of stock-recruit data from which stock productivity and maximum recruitment can be estimated. We note that it is possible in principle to estimate the maximum smolt production of stream-rearing anadromous salmonids from habitat characteristics (e.g., Nickelson 1998), and that subsequent smolt-to-adult survival is density-independent and constant within a given "ocean survival regime". Both theory and empirical data suggest that a Beverton-Holt stock-recruit relationship is appropriate for stream-rearing salmonids such as steelhead (Oncorhynchus mykiss). We show that the spawner abundance at MSY, Nmsy, for a Beverton-Holt (BH) stock-recruit relation (SRR) is well-approximated by 0.25 of asymptotic maximum recruitment, B, for stock productivity values greater than 2 recruits/spawner.
