In 1998, the Alaskan groundfish longline fishery killed 2 short-tailed albatross, half the allowable take for 1997–98. Since 1993 at least 7 short-tailed albatross have been reported killed by longline gear in Alaska. Albatross are particularly vulnerable when longline gear is being set. Birds chase the baited hooks deployed from the stern of the vessels and may become hooked. In 1997, the North Pacific Longline Association recognized that short-tailed albatross bycatch posed a potential threat to their livelihood from possible legislation to protect the bird. The association led an effort to request regulations requiring seabird avoidance measures for the groundfish fleet in the northern Pacific Ocean off Alaska. Avoidance regulations covering the sablefish, Pacific cod, and rockfish longline fisheries were implemented in 1997. In 1998, similar regulations were implemented for the Pacific halibut fishery.
