In 1983 the Canadian Wildlife Service and British Columbia Ministry of Environment jointly developed a Cooperative Waterfowl Management Plan for British Columbia (McKelvey and Munro 1983). The purpose of that plan was to chart the course of waterfowl management in British Columbia for the next five years, and to form part of the Canadian input tot he North American Waterfowl Management Plan, then being developed. Much of the content was derived from preliminary provincial waterfowl plans and internal Canadian Wildlife Service documents.
