Abstract: The ministry’s New Era Service Plan, which was announced in January, 2002, outlined the strategic shifts required to improve our business methods and focus our resources where there is the greatest risk to the environment, while reducing costs to government and industry. Two primary objectives of the Service Plan are to ensure safe, high-quality drinking water and reduce/remove toxins and wastes that contaminate land, focussing ministry resources on high risk sites. The Waste Management Act (WMA) and Contaminated Sites Regulation (CSR) are the primary regulatory tools governing contaminated sites management and are under review. This discussion paper focuses on the conditions thattrigger a mandatory site investigation.
