The guidebook presents a methodology for moving from planning to action that focuses the limited financial and staff resources of governments, non-government organizations and the development community on implementing early action where it is most needed. The Guidebook is organized in three parts: Part A defines the problem, Part B provides solutions and Part C defines the process. The Guidebook provides a comprehensive understanding of the issues and a framework for implementing an integrated approach to stormwater management.
