Abstract: Management of CO2 Emissions: Issues and Options was researched and written by Murray Ward (an independent consultant), and submitted to the Air Resources Branch in June, 1994. It is an overview -- described by Mr.Ward as a "snapshot" -- of what is happening in British Columbia, with respect to greenhouse gas emissions, actions that federal, provincial and municipal governments are already taking to reduce such emissions, and possible management options for the future. The report does not necessarily reflect the views or intentions of teh Air Resources Branch, but is intended to provide a valuable starting point for developing strategies to control greenhouse gas emissions in the province. This "snapshot" was taken during the spring odf 1994. Financial and staffing restraints delayed publication of the report until June 1995. Major new developments during the interim have been noted in several editor's notes throughout the paper.
