Abstract: The CTV Committee was formed in 1996, under the Motor Vehicle Emissions Reduction Regulation (December 1995), which is a key tool in the BC Government?s Clean Vehicles and Fuels Program. The regulation sets targets that call for an increasing proportion of vehicles sold in the province to be ultra-low and zero emission. By 1998, all new vehicles sold in BC must meet the US federal emission standards, which are tougher than those of Canada. In addition, as of 2001, new vehicles sold in BC must meet California?s even more stringent, low-emission standards, on a fleet-average basis.
