Abstract: During the last decade, the solid waste management problems of many North American cities have become a crisis. Many local governments, faced with increasing landfill costs, and difficulty in locating new disposal facilities, have introduced recycling, composting and other waste management programs to reduce the volume of their solid waste stream. This campaign report has been created to assist local government in creating a successful public awareness campaign for a user-pay program for waste management. A successful public awareness campaign is one of the critical elements for acceptance and support of a solid waste user-pay program. Without strong public support from the outset, the program will be jeopardized.
