During 1991 the Regional Manager of the Lower Mainland, Ministy of Environment (MOELP), Pesticide Management Branch (PMB), acting as Deputy Administrator of the Pesticide Control Act, attached a number of restrictions to the Pest Control Service Licenses of aerial applicators. One of these restrictions was the prohibition by a licensee, Bel Aire Helicopter Charters Inc., under the Pesticide Control Act Section 15, the Environmental Appeal Board ordered "that buffer zones widths appropriate to protect residential and environmentally sensitive areas throughout the Lower Mainland region from drift be determined and applied".
The intent of this document is to address the Environmental Appeal Board order through an inquiry into aerial agricultural pesticide use in the Fraser Valley. It reviews the needs of stakeholders, current technologies, and data relating to droplet behaviour and proposes Operational Restrictions (ORs) to protect the public, and the environment.
