In 1992, the province of British Columbia implemented a vehicle inspection / maintenance (I/M) program in the Lower Fraser Valley (LFV). The new I/M program which was called the AirCare program incorporated state of the art inspection procedures. It was the first I/M program to use the acceleration simulation mode (ASM) test in which a dynamometer simulates actual driving under load. The AirCare program also was the first I/M program in North America to require vehicles to meet NOx standards as well as HC and CO standards. This report audits the performance of the AirCare program to estimate emission reductions and identify program
improvements.
