Air emission inventories are essential tools for atmospheric modelling and air quality management activates. An inventory of emissions of common pollutants from point sources for the Province of British Columbia was previously carried out for the year 1985, and an update of this inventory to 1990 has been completed, together with inventories for area and mobile sources. This report presents the methodologies used and a summary of the results for the 1990 inventory of point source emissions for British Columbia outside the Lower Fraser Valley. Area and mobile source emission inventories for the Province, plus point, area and mobile emissions within the Lower Fraser Valley, are presented in separate reports.

Since 1986, the B.C. Ministry of Environment, Lands and parks, in partnership with the Fraser River Harbour Commission, has measured contaminant concentrations in sediments, biota, and effluents at sites in the Fraser River and Boundary Bay. This report provides information on sediment contaminant concentrations and toxicity, and tissue contaminant concentrations, at a number of sites in Boundary Bay where we have collected data in the past. It represents a portion of the contribution of the B.C. Ministry of Environment, Lands and Parks to monitoring water quality under the Fraser River Estuary Management plan (FREMP).

An emission inventory is an accounting of all sources of air pollution within a defined geographic area. A comprehensive emission inventory is an essential air quality management tool. This report describes the results of the 1995 emission inventory update for the province of British Columbia. The common contaminants carbon monoxide, nitrogen oxides, sulphur oxides, total reduced sulphur, volatile organic compounds and particulate matter (with PM10 and PM2.5 breakdowns) are included in this inventory along with the greenhouse gases carbon dioxide, methane, and nitrous oxide. For the common contaminants summaries by Ministry Waste Management Region source category, and individual source are listed in the body of this report. A breakdown of greenhouse gas emissions that is more detailed than previous estimates provided by Environment Canada is also provided in this report.

The Ministry of Water, Land and Air Protection is in the final stages of drafting regulations for the Integrated Pest Management (IPM) Act which replaced the Pesticide Control Act, and was passed in the British Columbia Legislature in October 2003. This report provides a thematic summary of comments received as part of the consultation process for proposed regulations for the IPM Act. The report has been prepared by C. Rankin & Associates for the ministry. An Intentions Paper (including an Overview, detailed Questions and Answers and a Response Form) was prepared by the ministry in September 2004 to provide information about the ministry’s intentions in drafting regulations for the IPM Act. This information was posted on the ministry web page, as well as circulated directly to individual First Nations bands and Tribal Councils throughout the province. Air emission inventories are an accounting of air contaminants released to the environment, their sources and locations. They are an important tool used to plan air protection programs and policies at the provincial level, and at the local level for the development and implementation oflocal airshed management plans. In October, 2004, the provincial Ministry of Water, Land and Air Protection (the ministry)released the technical report titled “2000 British Columbia Emissions Inventory of Criteria Air Contaminants: Methods and Calculations.” The report is a technical document which focuses on the methodologies used to prepare the year 2000 emission inventory estimates.1 The GreaterVancouver Regional District (GVRD) similarly prepares a report for emissions in the Canadian Portion of the Lower Fraser Valley.2This report provides an overview of the methods used in preparing the 2000 provincial air emission inventory, and presents highlights of the results.
