Abstract
Ground level ozone is one of the more serious air quality problems in Canada today. In summer, more that half of all Canadians are routinely exposed to ozone levels that are known to have adverse effects on health. Ozone is also known to cause significant damage to agricultural crops and other forms of vegetation in parts of Canada. In recognition of the seriousness of the ground-level ozone problem, the Canadian council of Ministers of the Environment (CCME) decided in October 1988, to develop a management plan for the control of NOx and VOCs. A ?Phase I? management plan was subsequently prepared, under the direction of the Federal-Provincial Long Range Transport of Air Pollutants (LRTAP) Steering Committee. In preparing the Phase I Plan the Committee obtained the views and assistance of a wide range of interested parties through a comprehensive mulitstakeholder consultation process. This Summary Report outlines the main feature of the Phase I Plan, which is described in detail in the main Management Plan document.
