As part of the Columbia Basin Fish and Wildlife Compensation Program (CBFWCP) inquiry into the impacts of hydroelectric development within the Columbia Basin, this report focuses on aquatic and wetland primary productivity.

The objectives of the primary productivity assessment, as initially identified by the CBFWCP, were to: - Establish and/or update the understanding of net (gains and losses) aquatic and wetland footprint impacts on primary productivity from BC Hydro dams in the Canadian portion of the Columbia River Basin; - Identify a full range of aquatic and wetland primary productivity compensation opportunities and their predicted effectiveness; - Provide a summary of approximate costs to implement the identified compensation opportunities; and, - Identify performance measures and provide costs for program and project monitoring and evaluation. During the course of the project, some of the objectives were modified to better reflect the overall goals of the project and to deal with data gaps. The foremost change in the scope was the inclusion of Kootenay Lake in the footprint assessments.
